Comments
Discussion threads on a Dataset. Comments are shared infrastructure: replies
and editing go through the comment routes (/api/comments/{id}); these
routes cover the Dataset's own thread.
GET /api/datasets/{id}/comments
List the Dataset's top-level comments, newest first, with the author
embedded. Each comment links its replies under inf:comments.

POST /api/datasets/{id}/comments
Add a comment to the Dataset. The author is always the calling user; the commenter is recorded in the activity feed.
Authentication: Required
